RRVPA CONSTITUTION & STANDING RULES (BY-LAWS)

  1. NAME
    The name of the organization is the Red River Valley Pulling Association, Inc. or Red River Valley Pullers Association.

  2. PURPOSE
    The purpose of this organization is to provide a means of communication, establish uniform rules, and promote pulling.

  3. QUALIFICATION OF MEMBERS
    Individuals will become members by paying the required individual dues. Organizations will become members by sponsoring a pulling event using the organization's rules and paying the required organization dues.

  4. OFFICERS & THEIR ELECTION
    The organization shall have a President, Tractor Vice-president, Pickup Vice-president, Secretary, Treasurer (to be appointed by the President), three(3) Tractor Directors and three (3) Truck Directors.

  5. MEETINGS
    An annual meeting will be held in November or December of each year. Special meetings may be called at the discretion of the President or at the request of five (5) Directors. A Directors meeting will be called one month prior to the annual meeting.

  6. METHOD OF AMMENDING CONSTITUTION
    This constitution may be changed or amended by a two-thirds vote of the members present and voting. Any proposed change in the constitution must be presented to the members in written form 10 days prior to the meeting.

STANDING RULES

  1. MEETINGS
    1. The annual meeting of the organization shall be held in November or December of each year, and notice of such meeting shall be mailed to each member at his last known address at least 10 days prior to meeting.

    2. The first pull date preference at Annual Meeting will go with Sponsors with seniority based on last years pull on approximate date of their past pulls. (Approx. to be 2 wks.)

  2. DUES & FINANCE
    1. Dues are payable on or before the annual meeting.
      1. Organization membership $25.00.
      2. Individual membership $20.00.
      3. Officers and Directors of the organization need not to pay dues for that year.
      4. Individual hook fee per class $20.00 is to be put toward the points fund to be paid out at end of year.

  3. APPOINTMENTS
    1. The President shall make appointments for the following positions.
      1. Secretary-Treasurer
      2. Legal Counsel
      3. Parliamentarian

  4. CHANGE OF STANDING RULES
    These standing rules may be changed at any meeting by a vote of those paid members present and voting. This includes one representative of each sponsoring organization.

  5. DUTIES of OFFICERS and DIRECTORS
    1. The duties of the President shall include the following:
      1. Supervise the affairs and activities of the organization.
      2. Represent the organization.
      3. Preside and maintain order at all meetings.
      4. Supervise and assist the officers and directors in the performance of their duties.
      5. Answer all correspondence promptly.
      6. Make an annual report to the members.

    2. The duties of the Vice President shall include:
      1. Perform the duties of the President in his absence and assist the President at all meetings.

    3. The duties of the Secretary-Treasurer shall be as follows:
      1. Keep records of correspondence of the organization.
      2. Prepare agenda for President if requested.
      3. Maintain supplies for the proper function of the organization.
      4. Provide current roster and rules for the membership.
      5. Maintain board of directors attendance records.
      6. Supervise publications.
      7. Assist in maintaining a good financial structure.
      8. Report annually on the financial status of the organization.
      9. Issue notice of dues owed and be responsible for their collection.
      10. Maintain a list of organizational assets.
      11. Prepare a financial report for the annual meeting.
      12. Collect money from members for organization Insurance and pay policy prior to the first pull of the season.

    4. Duties of the Driver Directors
      1. Represent the views of the member drivers in the organization.
      2. Keep your local members informed of activities planned by the organization.

  6. INSURANCE
    1. All sponsoring organizations must carry Spectator Insurance.
    2. The RRVPA will purchase Drivers Liability Insurance for it's members at a cost of $75.00/ Member. This is to be paid to the Secretary-Treasurer 2 weeks prior to the first pull of the season.

  7. SPONSOR CLASS OBLIGATIONS
    1. Sponsoring organizations must run all classes that are published.
      Prizes must be published.

  8. RAIN OUTS
    1. If event is in progress and it is rained out, (if the gate is not refunded) the balance of the prize money should be split equally between the remaining un-run class entries.
